I got an email from an accommodation owner who was not prepared to list her accommodation on this site because of some bad experiences she's had with inconsiderate humans.
She says that some people take their pets on holiday with them, and then leave them locked up at the guest house the whole day, expecting the guest house owner to look after them (she thinks they may be wanting to avoid paying kennel fees). Dogs would often bark or cry, which is understandable considering they are being left alone in a strange place for a long time, but inconsiderate and unfair of the pet owner. She also mentions an occasion of someone arranging to bring only a puppy, who in the end brought a dog, two cats and a parrot.
The lesson to be learned here is that guest house, and bed and breakfast type accommodation is shared accommodation, and we as pet owners need to be on our best behaviour, and should consider our host and other guests at all time.
Also, be honest about the pets that you are going to be bringing. Don't say your dog is small if it's not, and don't say you are going to bring one dog, and then bring two. Let's not alienate accommodation owners who are allowing us to take our pets with us on holiday - one bad experience could ruin it for everybody, so be considerate.
Guest House Owners are not Pet Sitters
I have had the exact same experience as the establishment in your article describes. I promptly solved the problem by sending an sms to the owner while they were out : - "Snoopy been crying for 1 hour now". They phoned me back and made their way home immediately where I presented them with a list of kennels and day care centres for pets, which they appreciated and very gladly used for future outings like the Robyn Island and Cape Point trips, the duration of which just cannot be estimated before hand, as going out for a quick meal can, as an example.
Good solution
That's sounds like a good solution to the problem - having a list of day care centres or kennels handy when this happens, or to present on arrival and to explain when such services should be used. Certainly, if you are going to be out the whole day and your pet is not allowed where you are going, then take them to a pet day care centre or a kennel, for the duration of your outing.
